Issues with GU51 and undocumented / unintended proc changes to Warden epic

If this issue is to be corrected we need to make it known and bring it to their light.

So I first noticed this issue with my Warden epic because this proc mechanic is most drastically observed with that item.
To explain a little, the Warden epic has a proc on it that will return power to the Warden 50% of the time the Warden casts a critical heal. Prior to GU51 this effect could trigger multiple times off one AE / Group heal. When I crit a group heal it checked the proc for each person I crit on and therefore could return much more power on a group heal.
Post GU51 this is no longer the case and the item only checks once per cast. There was nothing said of this change in the update notes which leads me to believe this change was unintended because all other previous epic changes were noted in update notes. This change to the proc mechanic be it intended or not has affected my game play and the value of my epic weapon HUGELY. What was previously the single most defining and arguably only useful effect on my epic has been cut down in effectivness to the point of it almost not even being worth it.
I feel very strongly that whatever has been done be undone or some work around be figured out. A change to the Warden epic this late into the expansion after it was released is unwarranted and uncalled for. I have built my entire gear and character set up around the assumption that my epic provides the type of power return it does and it no longer does that so now I am back at square one to rebuild what I have set up.
I feel the likely cause of this change in proc mechanics was the addition of a new line of code for some specific items and set bonuses that allow group effects to trigger multiple times off AE casts. The best example of this I can give is a new group heal proc called Wildly Uncontrolled Healing that can be found on both the druid fabled x4 raid sets as a 5 set bonus and found on several of the individual fabled druid T3 shard armor pieces.
Please look into this change in mechanics and find the cause for me. I would like to know whether this is indeed an intended ninja nerf to my epic weapon or whether it was an honest accident brought about by a change in code for new items and set bonuses. If it is the latter of the two, then please work to correct this issue so that I may return to game play as intended with my epic weapon. Worst case scenario is this is a pureposeful nerf to my epic weapon and if that is the case I would also like to know as well.
Please let us know. We should at least be given the curteosy of knowing whether our epic weapon was intentionally nerfed or not.
