As far as guidelines for parsing goes, I think what you should be looking at is your %total damage of a raids dps. Guilds decked out in RoK gear are going to blow EoF stuff out of the water, you can't really compare parses from two completely kind of guilds with two completely different group setups.
I think a good goal to shoot for is 8-9% of a raid's dps, ***assuming an ideal scenario*** Ie, 24 person balanced raidforce, no wipes, troub+fury+illy+you group setup, brigand debuffs, tank that never loses single-target aggro. If the zone has a lot of AE encounters in it, you could bump that up by two, and if the zone has 0 AE encounters in it you can bump it down two.
If you have more than 8-9%, it probably means either the rest of the raid is slacking or your raid setup is less than ideal. If you are doing truly exceptional you might be able to hit 10-11%, but I've found when I hit those numbers its more because I get a stacked group compared to everyone else. If you parse at less than 8%, it shows you could use some work compared to your peers.
Parsing in group instances is much the same, except more extreme. Depending upon how good or crappy the rest of the group is, I can swing between 20% of the groups dps (if its good) to 40% (if its crappy). And extdps will vary dramatically depending upon the time it takes to kill mobs; we parse our best in ~15second fights. If you have a good group killing stuff in 10s or a crappy group killing stuff in 20s that is going to disproportinately effect your parse.
