from what i have been able to gather, the only place that i have seen it drop is in KC. I do not have it, but those who have looted it (the 3 that i have seen) have all looted from the the same mob in KC.

Finding 71 to 75 masters is about as hard as collecting DoF shit. It's a piss off when most of us ended last expansion with 100% masters, and now we'd be lucky to have half.
