could also explain why i see the macro for it and have it not actually cast so often (when i am in range of wizard and wiz not dead)

Would at least be a middle-to-decent dps spell here, but this is just awful implementation. The wizard at least gets to cast it with no interruption and queue it like normal. If they just did that for all the other mages it would be ok... Or give it a little better dps (shave off some of the cast time). If it were 1/3 more dps most folks would at least be okay with working it in.
