Reahov (one of the QA guys) answered this over in the "Lucan's Art of War" post. Short version:
* On Live: For every mob you hit in an encounter a bit of hate is gained on the other mobs in the encounter. So if you hit 1 mob out of 4 with a taunt, the mob the spell was directed at gets the full hate and the other 3 got a portion of the hate. If you hit all 4 mobs then each mob gets the full hate from the taunt (or CA/Spell Damage) and then each mob gets that small portion the hate that goes to the rest of the encounter 4 times over.
o This was good for if you were tank using encounter taunts or AE spells to grab a full group.
o It was bad in you were a Warlock (for example) in that your hate was actually greater than your damage (assuming 1 dmg = 1 hate).
* On Test: That small portion that spreads to the encounter is gone. So if you only hit one mob, you only get hate on one mob. To offset the loss of hate when hitting multiple mobs (due to that portion not being added multiple times) the devs are adding a hate component to several AE spells.
o If done correctly tanks should come out on par or slightly better than they were prior to the change.
o Regardless it will be very good for AE based classes in that they should no longer be generating more hate than damage on encounter spells.
