You've got it backwards.
Turning it on means making arma and absolution single target. Turning it on is what takes the long cast time (few seconds).
So there is no way on a normal fight to start in multi-target mode and then 'switch' to single-target, without losing a bunch of dps waiting for the cast time to go through.
However, since it turns off instantly, you can just keep it on anytime you are unsure what kind of encounter is coming up next. Keep it on your hotbar and after every aoe fight click to engage single-target mode. It will take a few seconds to cast, but it's uninterruptible so you can move to the next pull location while it's casting.
Then if you find out it's another aoe fight, just click to instantly go back to normal aoe mode.
By the way, it doesn't just boost base damage by 30%, it also changes the +SD cap from the normal 1/6th for aoes to the normal 1/2 of damage for single target spells. If you have normalized spell procs like the robe of ancient terrors, vine-wrapped boots, or ring of readiness, this makes a big additional difference...
