Saying its up to group setups to keep you from getting aggro is a disservice to the other players and is just asking for a wipe.
I am leveling with the int line so I can try get the most of my dps while reducing my aggro and this way I am not missing the dps from Str/Agi as I never had it to start with. Currently with my brig I am one of the raids highest dps as I control my aggro. Others peak higher and die reducing it in the end.

You will never see the class's potential dps that way.
And if you dont think that group set ups on raids is a big factor in controlling agro, there is probably alot of other stuff you will never see as well.
