The boots should affect your spells more than the wand every time... you prolly had both boots and wand proc same time when you were testing sunstrike.
I'll test it out today and make sure they still stack.

Confirmed... still stack, but even if they didn't, would still be good together cause they liked to stagger a lot.

BTW yeah boots definetly don't work right with all spells..
Wand with 8% put my fusion from ~12200 to 13,125
boots with 10% put my fusion to 12,660 or so.
I tried this a few times and made sure it was right proc on right check. Took screenshots as well...dunno. It worked right on other spells but wasn't on that one.
same as another spell. 8% maxed it to 3,247 while the 10% maxed it to 3,210

Vine-wrapped Boots are calculated into the BoE cap, so you may be hitting the cap on some spells, dimishing the return of the boots.

Not sure how 8 or 10% is hitting the cap when I have a proper working AA that increases all spells by 22%. /shrug Either way they put my numbers higher and work better than the latter gear. Can't complain too much. o.o

Because increasing your base damage by a % is not the same as the Vine-Wrapped Boots, or BoE.

So to me the wand is working as intended, but the Boots are Majorly lacking.

The boots damage modifier is normalized based on a 3 second cast time. AoE spells are reduced by a factor of three. Dots are reduced by a factor between 3 and 5.
Rift is over a 3 second cast time so it gets full benefit based on cast times, but it is an AoE so its bonus is reduced by the factor of three. 10%/3 = 3.33%
The other spells are similarly effected.

Oh FREAKY. So that's how it works then; instead of "up to 100" or "up to 65" etc, it's "up to (insert 10% of spell's damage here)". So coercers don't get jack on their reactives with these boots, right? And Surging Tempest, forget about it. Right?
