There is no diminishing returns with casting speed or reuse speed. There is a hard cap of 100% for either (which equates to half the time to cast and reuse in half the time).

Say you had 20% casting speed bonus and 10% reuse speed bonus, it would work as follows for a 3 second casting time spell with a 10 second reuse.

Casting speed = 3/1.2 = 2.5
Reuse speed = 10/1.1 = 9.09

Time compression stacks with all reuse speed reductions and stacks with increasing casting speed up until 100% which is the hard cap. for a 1 sec casting time spell with 100% casting reduction is .5 sec
