you will want the thule cloak or tribunal cloak for pvp as they proc stuns/fears on hostile spells which by you time before your inevitable death as a mage playing on a pvp server.

as for god spells? doesnt really matter most people dont use god spells anymore but the thule ones are quiet good (instant cast fear, fear proc damage shield, aoe fear.)

i dont actually play a wizard but im sure most will recommend the cloak from throne of new tunaria that procs 10% casting speed as the best PVE cloak, along with the cloak of unrest that gives you 10% quicker recovery.

Excuse the newb question but, what does fear do in PvP? I haven't fought a necro yet, is it just like fear in EQ1 and WoW?

When you get feared a little thing pops above your head and you start running in a random direction and cant control the character at all for the duration. *hint* alt-r and crouch and you go nowhere~
