for example - if you have 1000 int, then it will add 150 boe for 15 seconds (thats how I understand this proc)

Is it me or this is really not the weapon what we should get after our Epic adventure which even leads us to the deepest part of Chardok for 3rd update while for example my fury guildie is whining about how boring is to escort wurms on JW? We get +4 crit, and a combined proc with 9% proc chance (iirc it means 1.8 times a minute? not sure) which consist a low dmg part and ~160-170 BoE in my case for 15 sec?

Interesting, curious about the raid version

If there is 9% proc chance its 9% of spell attacks. More spell attacks pet min more procs per min. So it will proc about every eleven spell.
