Default Spell Double Attack - Testing?

A few people had questions about spell double attack.

1) When does it apply the 2nd nuke? Most assume at the same time as the first nuke.

2) How does this affect dots? Basically dots will get overwritten by each other so only the first tick will be double people are guessing. Big direct damage will benefit most, like fusion or ice bolt etc.

Any feedback/tests/thoughts appreciated. Hopefully warlock epic has this too, or wizzies might just have a monopoly on spell double attack!
