The item effects that reduce cast times are poorly labelled, they really do something called "increase cast speed" which is a little different.
For example, if you have 50% cast speed increase, that means you can accomplish 150% (100% representing the original + 50% increase) more casting in the same amount of time. In the 4s time it takes to cast Bolt of Ice, you can now cast 6 seconds worth of spells (4 * 150%). This is different from a flat reduction, where decreasing by 50% means you could cast twice as much in the same time.
Adjusted Cast Timer = Original Cast Timer / (1 + Cast speed increase)
*Cast speed increase expressed as decimal, ex. 0.5 instead of 50%
