Bloodthirsty Choker
I just got it 2 days ago, I just had enough time to test it a bit in solo mode, where it is OK if I root/nuke big.
I'm wondering if it can be used in group ? generally I cast much faster in groups, with some low damage spells : I did not try, but I guess it is a good way to kill oneself, ain't it ? if healer is busy with tank, collar will have drink my whole blood
In raids, I did not try either, but surely depends on who is in the group, and how many healers are free ? (and if not too much AEs...). Anybody with lots of experience with that dangerous (but DPS wise so nice) piece of stuff ?

Actually I would avoid using it solo, always use it in group, and use it on most raids.

Illuminator is right, it's completely a Group/Raid item.
In groups I would only use it in zones where your tank is having an easy time, (ie CoA and Vaults) in Maidens and Chelsith the mobs tend to hit a lot harder so the healer is working more to keep up the MT and will let you die. In pickup groups always always ALWAYS ask the healer if it's ok if you use it, dying over and over is no fun.
In raids, check with your healer for names, but generally the mage group healer expects you to use it for trash. Even some named they're ok with you using it. For instance, in VP, I don't use the choker for mobs like Druushk, Nexona, and Silverwing but blaze away on Hoshkar, Milex, Xygoz and Phara'Dar (provided they actually give the mage group a healer for Phara'Dar). In SoH, Choker is a no-no for Maestro and Byzola, but ok on most of the other stuff. PR... if you're not using it the whole time you're being silly.
In the end it's a balence thing really, get your mage group healer used to the fact that you have it on slowly, don't start him out healing 4 mages with chokers at once. As an aside, from what I understand healers don't mind sorc's with chokers so much, it's the enchanters that drive them bonkers.

My mystic just got the Rune Etched Helm, that alone was keeping up with the choker, for myself and the assassin in the group.

I use the choker on all but like 3 mobs. I dont even have anything other than it, some POS i got outta CoA. If the healer cant keep a wizzy up, they suck total ass.

Wear this all the time and the only time it was a problem is when our healer went LD. We all stood there like muppets unable to cast fuck all.

I'm usually healing chokers and I can tell you one thing, I have one too!
that the wizzard is wearing it or no I do the same thing because I need to heal myself a bit at some point, so I really don't care, they don't make me heal *more* than if I was by myself.
Chanters is a diff story.

OK, seems to be more or less what I was already thinking.
No way in solo, dangerous in PU if they ain't good and use it 95% of the time in guild groups and raids.

Those were just the first mobs that came to mind Ailees, it really has to do with mobs with large AE's. Anytime the mob has an AE that's going to hit the mages for significant damage, don't wear it. I forgot for Nexona last night and died pretty damn fast... granted our offtank was jacking off or something and was in the wrong spot...
Probably not a good idea on Leviathan if you're doing that (though I rarely actually cast against Levi himself) it's ok for all of Kor'Sha except the Overking (even then if you aren't pulling agro with AE's you'll probably be ok with it, check with your healer first). It's ok for Thuuga if you're careful, don't kill yourself when your healer is stunned. Take it off for Venril, and I'd take it off for Pawbuster. Oh and take it off for all avatars...(maybe a couple exceptions to that, but can't think of any at the moment)
