Doom in Kunzar Jungle does not resist root. He also drops a quite good bracelet for mages (lore). I always check him out when Im nearby and have provided Doom's Bracelet to some 5 guild mates. He spawns at Doom's Marass between Sebillis and Reet Camp. I think the respawn tim in 1h 55 min.
