As things do stand now, if changes go live as they are, we're in trouble. The massive nerf/destruction of almost all hate transfers means we're losing both our once vital Troub de-Hate and the agro abilities scouts once transferred onto MT's/OT's.
Our DPS remains unchanged obviously, we just lose almost all ability to sustain it at current levels without getting agro. The 8% 'dehate' on converge is basically exactly like we had before (losing 4% and giving 4% to your MT fighter nets the same effective result comparing hate positions) The only addition is the dehate proc which will get you what, one free casting of Ball of Magma over the course of a minute?
I basically see a 'DPS cap' as it stands now, fairly sustainible for most high end DPS and almost completely dependant on your main tank's ability to generate hate on his own. I suspect this 'cap' is going to fall lower then where we're parsing now (For the most part) If you try go over it, you'll notice it on the Hate-Meter 3000 and will have to thumb twiddle until you drop far enough down to blast of another BoI or Fusion.
The changes, frankly, make little sense to me. SoE is basically making one sole individual responsible for an entire raid's DPS. Previous to this, you could mix and match group combo's, scout transfers, etc etc and everyone played a part in helping to acheive max DPS. Now, you have one tank doing his thing and everyone else needing to stay below whatever he manages.

I think you're calculations of how hate is acquired are a little bent. Each damage point you do does not build one hate "point". Each spell has a set amount of hate built into it. Tanks are not losing their ability to hold aggro - Aggro is being completely revamped. Tanks used to have to DPS and taunt to hold aggro, while they will now be 100% meatshield instead of DPSing.
Or this is at least how I see it. I forsee no serious problems.
