I'd say this is about the worst advice possible for a new player.
Slow down and get the AA's as you level. You'll be glad you did when you run out of quests in RoK at 130-150 AA instead of at 100. You'll also have a much easier time along the way having a lot of AA's at lower levels. Finally, you'll have the chance to see more of the content, and spend some time learning your class - which will really help when you finally get to 80 and people are expecting you to be on top of every parse.
Level your toon to 22, 32, 42, etc. (for Mastercrafted gear), and lock all exp, then do as many quests in the tier below as you can stand before moving on. Once you hit level 20, you should definitely have as many AA's as you have levels, and then work on increasing your AA:level ratio toward 2:1.
Don't get bogged down, though. If you get sick of a zone, move on.
