Short Answer: Dragon's Marrow (Fabled) imo
Long Answer:
Spell Crit Bonus
From a few tests it seems that Spell Crit Bonus scales from;
0-10% Crit - Nearly Useless/Neglible
~50% Crit - Approx. 1:1 (1% Bonus = 1% Crit)
90%-100% - Approx 1:1.67 (1% Bonus = 1.67% Crit)
Dragon's Marrow (Fabled)
Proc: 15% INT +Spell @ 1.8x/min for 15s
Assume: Capped INT (1220), Below Spl Dmg Cap
1220 * 15% = +183 Spl Dmg
[1.8*15s/60]*[183] = +82.35 Avg Spell Dmg
Assume: 1% Crit = +25 Spl Dmg (Approx. Good Rule to Follow.)
82.35 / 25 = 3.294
Since the proc is adding on average +82.35 Spl Dmg, you can figure the +Spl Proc is worth around 3.3% Crit.
As of now, we've figured out (using your stats):
Glass Wand of Emptiness: ~8% Crit
Dragon's Marrow: ~7.3% Crit
*And yes, the relative worth of the GWoE changes with your current crit. 100% Crit (meaning you crit 100% of the time on the mob) would mean the GWoE skyrockets to a 10.68% Crit equivilancy.
However, Dragon's Marrow still has the heat proc attached:
374-562dmg Heat Proc @ 1.8x/min for 15s
=[374+562]/2 * 1.8 / 60s = 14.04 Avg DPS
Now you can stop here to make things a little simpler and ask yourself if 0.75% Crit is worth taking over a 14.04 Avg DPS proc. I'd probably lean on the proc being a better choice and thus Dragon's Marrow.
*You can get much deeper in depth past this point, but I think it gets a little muddy. Constructive criticism is welcomed.
