I think that this is a shot at evening out the desirablity of some classes, specifically enchanters and maybe bards. If you can get 10k+ out of a chanter, close to that out of a bard, and they buff the shit out of the rest of the group, then people will put them in every group - it's a no-brainer. If, OTOH, there's a trade-off and you might squeeze out a little more dps by replacing a few of them per raid with T1 dps classes, then, IMO, that's a good thing.

Getting higher raidwide DPS should be about finding ways to fit more T1 dps'ers into the 24 slots, not about convincing people already playing those classes to roll a troub.

Summoners are just stuck in their same old SNAFU, waiting for a purpose in life.

If your T1 DPS is comparatively geared and being outparsed the problem is not the procs.. it's the player. A bard and Enchanter is going to be in every group regardless, so nerfing them isn't going to change that in the slightest.
