General Uktap in YIS. Group was: me(tc), wizard(ut), illus, inq, troub, SK. Same gear as before, parse from our first kill.
fission/BoM/bolt/Exo/ST/precise note/solar wind/dissonant note...

Don't mind my ignorance... I get the inference that they are stronger. But what exactly is the bug created? Like is the proc rate capped reguardless of what shows? clue me in!

well, it seems procs ignore cap (even if it's not visible in procs description) and some procs just got broken. That's the result of SoE's new code for procs
