All this story started with a chat I had with a friend (who does not read english at all) trying to know why the white dragon cloack was considered better than malign mantle for a sorcerer who is around 90 damage spell crit.

When I started translating the english comments, I started having my own questionning about how procs are normalized (yeah, I forgot to read Daray's bible again). Because it is clear that +5% base is much better than 3 crit + 65 dam + effect (if you don't forget to activate) if the proc is triggered twice a minute. But not if only once a minute or less...

eventually now that I have the log message, I'll try and see what the true proc rate in a raid situation.
