Icon14 Procs question

First of all, sry for opening a new thread, but I couldn't find the answer for my questions: First: What is the "procs nerf" exactly I read about on the forum? I use some proc item, and I think most of the wizzys use them, and I want to know if my DPS got lowered coz of procs, or I do something wrong.(though my DPS is low from the begining, and it didn't fell that much) My other question is: I use the ranged book I bought from Sel'Nok Encampment Faction merchant in JW (Runed Guard of the Sel'Nok) which gives me a procs rate increase. I want to ask if the item increase every procs rate (spell, item, mythical-double atack) or just a few of them? Thanks for the kind answers ^^

back in the days, procs were influenced by base dmg and crit modifiers, nowadays you don't get much more from a proc then the value it really states and they proc less often or cannot be modified by blessings etc...
this leads to your 2nd question. If the item reads: "Can't be modified except by direct means" (hope this is correct), sel'nok or any other proc modifier won't increase its rate.

Wrong. Blessings, Ancestry, Luck of the Dirge, etc will all increase item procs per minute (ppm).

Did you even read, what i wrote? I said that items proc less often and many got a nice tag readin "cannot be modified" during the last patch and these items are definitely not influenced by the mentioned buffs.

Ofc Blessings, Ancestry etc still works, but there are less items that are affected by these buffs.

No, you're wrong. It depends on where the "Cannot be modified, except by direct means" is located; most (if not all) proc chances are still influenced

e.g.

Most of my proc chances are not effected. The location of the text "This spell can not..." determines if the proc chance is effected. If it is under the "When Equipped:" then the chances do not change, but if it is listed in the same bullet list as the effects, then the chances can change.

thx, really didn't know that, but why do they even write it down on the items. f.e. BBoD doesn't have that tag and can't be increased by mods.
