Easiest way to get a new IP is to use a router and change the MAC address it's broadcasting. Switching from the internal MAC to spoofing your computer's MAC or vice versa will do it for sure.

I have to do this a lot because Charter is fucking retarded and routinely screws up my routing tables and/or DNS.
