Unless you work for either company, one can only guess and speculate the why and wherefores of what was behind the scenes of this partnership. Since I work at neither, I'll give it my best guess...
Sigil was looking for a host with some pipes. If you want an MMO you've got to have some pretty big pipes able to handle quite a lot of traffic. For MMO data pipelines that big you have 3 choices, Microsoft, Blizzard and SoE.
Vanguard chose Microsoft first, and couldn't come to a contractual agreement with MS to host/support their game, this came about at the same time that microsoft completely got out of the MMO genre all together and started focusing its datacenter on its 'live' branding.
Since people at blizzard are a bit stingy with their data pipes, being that only blizzard stuff has gone there, then that left only one alternative, SoE.
When the contract for hosting was written, I assume a date was set for launch in the contract. The launch day came, and sigil lived up to the contract and launched, even though the game needed at least another six months of testing before it should have launched.
Now though, vanguard gets the benefits of really fast pipes, station access, forums, and some other things. Sigil develops, SoE hosts. I don't really see much of an alternative out there at the moment.
