Interesting but pointless. Without the trauma debuff, the teleport would be merely a momentary annoyance.
I suppose if it works like you say then there's still a reason to power drain him, but really now. Pull him out of the room into the hallway. Teach your group to run to one side of the chamber if they get the trauma, the other side if they don't. Have group wards/reactives up and be ready with group heals for the people who get hit. Unload maximum DPS. Don't suck.
That's all it takes to beat this encounter.
