That's the problem with persistent instances with no respawns, sadly. There's no penalty for failure - you can try again and again, as many times as you like, forever and ever until you beat the mob. Then move to the next mob, and repeat. So yeah, if you have a large amount of time to throw at EQ2 every week, you will beat the mobs sooner, rather than later. People keep saying "this took sooo much longer and there was sooo much more progression in tier 5/tier 6", and I'm like, duh, yeah, there were no persistent instances, no mender bots, and no repair kits. Each pull mattered, and you could screw up until you were out of gear and then you left and mulled it over for a week to figure out what went wrong and how to improve so you could get a better set of pulls next time. Now? Go in, throw yourself at the mobs X hours a day every day until you win. Which is exactly what people do, and then they act all surprised that after putting hundreds of hours of time into the game that they have made some progress!
Not to mention non-upgradable items from last tier (avatar loots, mostly) that are automatically going to be the best items for their slots even in tier 8, and forever for that matter (stoneskin boots, al'kabor robe, crit robe, etc) because of how powerful/unbalanced their procs/effects are and how well they scale regardless of level, mostly.. a guild that's fully geared out in avatar gear, with lots of time to spend shouldn't really expect to NOT go through most (not all, yet, but most) of the content in a month. At least in my opinion.
