Sad as it sounds,
Without the double attack mechanic, healing would be trivialized by stacking all the different forms of stone skin procs / spells and maximizing avoidance. This in fact would make healing super easy except for a random AE or 2.
If you have a better way of bypassing the invincibility shield that stoneskin is (even though its only for 1 hit), then please enlighten us.
I don't see any other way to bypass it in a controlled manner. I do think that if stoneskin isn't up, then the mob shouldn't double attack that round (magically mark the second round as a miss).
But eh, i don't think you even thought about why it was there...

I can't really think of that many Stoneskin proc items that are "Attuneable Lore" that main tanks use apart from the old Ancient Dreadscale Greaves if they where lucky enough to get them.
Then the simple solution to that is to give them a ward proc on melee attack much like the Reet Helm.
