Ok, someone please help me. Where is the NPC that starts the God King Access quest located...I know where Ogaming and EQ2Maps says he is, but he's not there. Is he on a timer and not always up or something. He also roams the gutters leading to Princess court, but he won't give me the access quest there he gives me another one...Really frustrating. Can someone that remembers actually talking to the guy tell me where he is please...

The guy where goliathian spawns in Silent City? You have to trigger him by running around that entire little area.
