I would bet they mean casting time, with the number of casting speed debuffs on him that may have been the reason Fatalisis was hitting so quickly after if Fatalisis was already unmodifiable.

I don't think Toxic Infusion or Fatalisis have a casting timer, as most raid AEs do not. They are referring to a certain reuse ability.

Confirmed. Swipe does not impact Toxic Infusion.
BUT... it does impact ACT. So if the mob is immune to the effects of swipe, that means the timers are always going to come early. Best not to swipe at all, or find a way in AcT to turn off the "Swipe compensation" timers. :-P I have no idea how to do that myself.
So Sathir is fixed, or at least 98% better than he was. We are now able to progress again. We got him last night.

You're wrong. Most Raid AEs DO have a cast time, and they even have casting animations. In fact Toxic Infusion DOES have both. It's pretty easy to see most raid casting animations if you aren't stupid and pay attention to the mob.

Here's my understanding of this mob: every 25-35 seconds, an event goes off. This is Toxic Infusion, a delay, and then Fatalisis.
I'm making up the following general numbers about cast time and delay for sake of argument. Toxic Infusion has a cast time, Fatalisis doesn't seem to.
Without cast time debuffs, it may look like this:
0:00 Begin to cast Toxic Infusion
0:03 Toxic Infusion lands
0:08 Fatalisis lands
With cast time debuffs it may look like this:
0:00 Begins to cast Toxic Infusion
0:06 Toxic Infusion lands
0:08 Fatalisis lands
With cast time increases on the mob, Toxic Infusion can take up to double the time to cast and come very close to Fatalisis. The solution is not to use things like Torporous Strike, Chronosiphoning, and so forth that increase his cast time and put the 2 aes close together, OR use them anyway and stun/interrupt the Toxic Infusion every time.

Well it seemed repeatable tonight that for us fatalisis was triggering 5 seconds after Infusion every time. Its certainly made him a lot lot harder than he was previously - at least for us.

5 seconds is enough time for a single healer to single target cure an entire group if they have casting speed buffs.
