Sirent Grotto (the underwater parts) - Nobody ever in there. Sometimes there would be some people doing the land stuff, but never underwater.

Plane of Water - Any raid targets up? Nope, ok lets head to Plane of Earth or Fire because this zone blows, its all underwater.

Its just not as fun in play as it sounds.
Oddly enough it was the most requested thing at the last Community Summit so somebody wants it. Granted, most people there weren't much about raiding (Ferral being the only example I can think of) but its a feature a lot of people asked about. I have a feeling it directly influenced the short underwater temple in the Fallen Dynasty.

If they implemented an underwater raid zone, the only difference that it would make would be the visual aspect of the water, or the theme of the zone. There are numerous spells and items with the buoyancy effect that would make the zone just like any other, and if the mobs had abilities to dispell the buoyancy effects, people would just complain about it until it was removed. Its a stupid idea.

In EQ1, Kedge Keep had to have an experience bonus to get people to even consider going there (people still didn't go).

It just doesn't seem like the kind of zone that would be frequented once the novelty wears off.

An underwater raid zone would blow, unless underwater combat was changed.

By the way, who the fuck fought Octogaron in the water? I always fought him on the beach!

way to spoil yourself of the joy of fighting an epic battle over a shiprecked awesomness, all while exploiting intended mechanics at the same time.

Raiding or non raiding it doesnt matter. The 3 examples listed from eq1 were mostly non raiding, it still failed. People may have requested it but one month after the zone comes out, even if it is current tier, top end content, it will be a ghost town. Why? Because as someone else said its purely a novelty feature, one wich players realize is dull real quickly.

I hated Kedge. Positively hated it. I got lucky on my drop there, I got it my first time in when they pulled the mob to the door. For about three months I went there every time a guildie needed people, in the spirit of helping guildies, then I started refusing.

Of course, part of that is my own inability to carry a three-dimensional map in my head.

They'd have to at least bring back Turtle totems, and make them functional, I think.

Please god NO. I don't want to camp forever in Kedge Keep for my wizard epic piece and HELL NA to another Coirnav event.

Hell, I even skip as many water levels as I can in Super Mario Bros!
