They already did that in tier6...Gates of Ahket Aken.
Personally I don't care what they did to Ptasa but he was retarded (and easy) before, it just made for a long, boring 25 minute fight for us.

I'm confused, the actual quests(not item-dropped quests) are not repeatable and have no rewards, nor is there even an point in making them repeatable.
As for the item-dropped quests, yes they are repeatable. How the hell do the rewards blow? For some classes, maybe. But for others, they're pretty beast.
