You get it from the Tunare God questline, it is a 1-use item, it gets randomly taken from you in the fight. The thign is, you can't get it again, IF you actually finish the quest, however you can delete the quest after receiving the item, and get it again. Or there's the 2nd way of getting it, kill Wuoshi in Emerald Halls and harvest it.

It doesn't spawn in the instance. You are GIVEN it by Wuoshi in the questline that is, it walls blocking the plant drop after you kill Wuoshi, btw, it's easy to JUMP over the wall guarding the 3rd area and explore it, and still dodge the 1 roamer that is up in the 3rd area.

Why hasn't anyone killed Woushi, is he incredibly hard or is the path to him him cockblocked by SOE's Broken Raid Content *coughrumblercough*.

Actually no, Wuoshi does not. The NPC Quest giver you talk to when you FINISH the quest does.

Garderner is a pain in the as due to a Charm that causes 5-10 seconds of lag when it wears off.
