The media email states that it is a Raid zone, yet the website describes it as a Group zone.

SOE always keeps ya guessing. :P

The most likely solution is that Sony is making it a single group instance, filled with raid content, therefore nobody can clear it and there are mass petitions at launch. The zone will be fixxed after the next expansion, after all of it's content is trivialized.
