This is basically just like Raina's idea, but with a couple of very minor modifications.
Here's what I'd like to see:
The two Avatars with the first and second highest favor are on a 4-6 day spawn timer.
The two Avatars with the third and fourth highest favor are on a 6-8 day spawn timer.
The two Avatars with the fifth and sixth highest favor are on a 8-10 day spawn timer.
The two Avatars with the seventh and eighth highest favor are on a 10-12 day spawn timer.
I'd like for you to make it so each Avatar drops one item every time from the shared Avatar loot table, like Raina suggested. In addition, I'd like you to give each Avatar a 15-20% chance to drop their Avatar specific drops. That way, you'll usually get one item, but sometimes you'll get two.
I like this idea because of a few reasons: it gives raiders more to kill, it works well with the favor system, and more.
It makes sense from many other angles as well. It builds community -- noobs always love to watch uber guilds take on the Avatars. Some low-level people also like to receive the buffs that the Avatars give. Also, it makes sense in the sense that every Avatar should have their presense be known.
The current system HAS to go. With the way it is now, no one will ever see Fear's specific drops, etc. I believe my suggestion (which is Raina's with a little spin on it) would work the best for everyone, and make people enjoy EQ2 a lot more.
Edit: This is just a very quick idea I had, so it's not completely fleshed out. You could also do something like:
Once the Avatars with the first and second highest favor dies, they lose 100% favor.
Once the Avatars with the third and fourth highest favor dies, they lose 75% favor.
Once the Avatars with the fifth and sixth highest favor dies, they lose 50% favor.
Once the Avatars with the seventh and eighth highest favor dies, they lose 25% favor.
This is just one idea to help rotate around how many Avatars are on the "quick spawn" timer.
