Sounds like it's exactly what most of the people killing the Avatars enjoy to me.
The irony of the situation really amuses me to no end, the few mighty at the mercy of the unworthy masses. If casual players are really using the mechanic, then it probably needs to be tweaked versus slapped on a timer. Maybe they could implement a bonus faction to spawn Avatars as time goes on.
For instance a week goes by with no Fear Avatar, the items sacrificed are worth 20% more towards spawning Fear. Two weeks, 30% more and on until it finally spawns, then on to the next rarer spawn.
It would be transparent to the players but would increase the chance of it popping. I think most people would agree there is no competition to really spawn Avatars.
